Missing ‘Hong Kong 12’ activist Andy Li held at psychiatric hospital, sources say


An activist whose whereabouts have been unknown since he was charged under the national security law after being transferred back to Hong Kong is being held at a psychiatric hospital, a report late Sunday says.

Andy Li, part of the “Hong Kong 12” who were intercepted by mainland authorities while fleeing to Taiwan last August, is in solitary confinement at Siu Lam Hospital in Tuen Mun, sources told Apple Daily.

The 30-year-old’s case is being handled by a “secret unit” in the Correctional Services Department (CSD) as authorities are afraid Li will “speak out of turn” and divulge information about his treatment in mainland China, the local media outlet reported.

The CSD had earlier told Li’s parents that they did not have his son on record.

Siu Lam Psychiatric Center, operated by the CSD, is a maximum security institution with a capacity of about 260 detainees requiring psychiatric observation, treatment, assessment or special psychological care.

Li and seven other activists were brought back to Hong Kong last Monday after serving seven months in a Shenzhen prison. They were immediately taken into custody to serve a 14-day quarantine.

On Wednesday, police charged Li under the national security law on collusion with foreign powers, conspiracy to assist an offender and possession of ammunition without a licence.

Since the security law arrest, his parents and an activist concern group have not been able to locate Li.

According to Save 12 Hong Kong Youths, authorities said seven of the eight activists returned to Hong Kong had been sent to Lai Chi Kok Reception Center and Pik Uk Correctional Institute, but did not clarify Li’s whereabouts.

Personnel at the Lai Chi Kok Reception Center told Li’s parents to ask the CSD. But when they called, CSD said they did not have any information about Li.

Sources told Apple Daily that Li is in good physical condition.

Li’s national security law case, which was mentioned in West Kowloon Magistrates’ Court last Wednesday, has been adjourned to March 31. He will not appear in court as his will be in quarantine until Sunday.
